Required Qualifications:

c) To ensure existence of harmony between the Authority and the communities within Ngorongoro Conservation Area Authority (NCAA) and in the neighborhood.
d) To prepare monthly, quarterly and annual departmental performance reports.
e) To oversee all matters related to wildlife/livestock disease outbreak in the Ngorongoro Conservation Area (NCA).

f) To advise the management and the community on how best to improve the quality of livestock in terms of high productivity and genetic potential.
g) To ensure vaccination programs are conducted as planned.
h) To coordinate and follow up collection, analysis and advice on socio-economic aspects of the NCA pastoral communities.
i) To ensure provision of quality extension services to the pastoral community.
j) To perform any other duties as may be assigned by his/her Superior. Salary and Remuneration:
This position has a Salary Scale of NGSS 15 (NCAA Salary Scales)

Knowledge & Experience:

  • 5 -10 years of experience in Sales of Fertilizer or Agribusiness at a Senior level 
  • Knowledge of Tanzania geographically and Agribusiness. 
  • Willingness to travel extensively at least 25 days in a month.

USAID Boresha Afya Project is the 5 years USAID funded project which will work towards supporting the Government of Tanzania through health system to provide integrated HIV, TB, Family Planning, Malaria and Maternal, Newborn, and Child Health (MNCH) and adolescent health services at facility and community level in the Lake/Western regions and National Technical Assistance .

We seek to recruit a Technical Officer who will focus on improving and scaling up case management for malaria at the facility and community level, conducting training and provide technical leadership in the design and implementation of field activities related to improving the quality of patient care. The Technical Officer will be responsible for liaising with the NMCP at the region and district levels to ensure the effective execution of supportive supervision in the facility and community, work in close collaboration with the Malaria Technical Advisor (MTA) and Clinical Technical Officer to plan and carry out interventions on the component of malaria case management in targeted regions. The Technical Officer will be based in Kigoma.

Specific duties and responsibilities:

Provide technical support on malaria case management to the Boresha Afya Project team, with focus on malaria diagnostics and treatment.
Coordinate and facilitate trainings for health staff on malaria case management and quality assurance at all levels of the health care provision.
Provide technical support in planning, coordination and implementation of all field activities in the targeted regions.
Orient and train supervisors on supervision skills.
Establish linkages with all relevant stakeholders and other implementing partners and collaborate as necessary to facilitate effective and efficient implementation of Boresha Afya Project activities in the targeted area.


Participate in the preparation of annual work plans and regional and district plans.
Participate in periodic field (diagnostic, clinical care, and M&E) activities in the region and districts.
Assist in development of all stages of project work plans.
Meet frequently with regional and district health management teams and assist with annual planning of project activities.
Manage project data collection –through use of electronic platforms – for both monitoring and evaluation and for making strategic quality improvements to program operations.
Coordinate with the National Malaria Control Program (NMCP) and other stakeholders who are conducting on-site health facility case management supervision.
Participate in preparation of quarterly, semiannual and annual reports.
Participate and represent project in meetings with RHMT/CHMT, NMCP, partners etc.
Provide frequent updates – both written and oral to Malaria Technical advisor.

Required Experience

Degree in Medicine or its equivalent and experience in related field.
5 Years of experience in health related interventions
Experience and knowledge in malaria control.
Good interpersonal communication and presentation skills.
Fluency and excellent written and oral communication skills in English and Swahili.
Willingness to work in hard-to-reach areas with frequent travel as necessary.
Experience with basic database management and Microsoft Word, Excel, and PowerPoint.
Experience in capacity building including training, supervision and mentoring skills.
Prior working relationship with RHMT/CHMT highly desired.
Experience in operational research.
Prior experience working on USAID or other donor funded projects is a plus.

You must have legal authorization to work in Tanzania.

MDH is working with WHO Living study team in Nairobi to implement a clinical trial titled PROSPECTIVE STUDY OF LOPINAVIR BASED ART FOR HIV INFECTED CHILDREN GLOBALLY (LIVING) STUDY. (BRAND NAME: LIVING STUDY). This study is already going on in Amana and Temeke hospitals in Ilala and Temeke municipalities respectively. MDH is looking for two qualified persons to fill the position of study clinician who will provide quality and professional inputs toward the success of this study.

JOB TTLE: STUDY CLINICIAN (2 posts) 

LOCATION: DAR ES SALAAM
REPORT TO: STUDY COORDINATOR

JOB PURPOSE 
Perform the task as Clinician for the pediatric HIV/AIDS Clinical Trial at one of the study site under the supervision of the study coordinator.

Job description 
1. Work closely with site study team and study coordinator
2. Conducting screening and enrolment of study participants at the site
3. Providing clinical care to study participants including:
a. Management of Opportunistic Infections
b. Staging of HIV patients for Antiretroviral Therapy (ART) eligibility
c. Initiating ART to naïve participants
d. Managing and report adverse events
e. Prescribe the study drug and other medication as indicated by study protocol and national guidelines.
4. Work with study paediatrician and physician to make all study participants medical related decision.
5. Request and track lab results of all necessary investigations as defined in the study schedule of events.
6. In collaboration with site manager, report all Serious Adverse Events (SAE) to study coordinator, study paediatrician, study PI and DNDi Nairobi team.
7. In collaboration with study counsellor, track and follow up study participants and all SAE
8. Fill and complete all study CRFs precisely and accurately as required by GCP.
9. Responsible for scanning and uploading study CRFs to database.
10. Adhere to regulatory requirement and Good Clinical Practice (GCP) guidelines when executing study activities.
11. Make sure all study equipment are available at the study site.
12. Provide study progress weekly report on recruitment, study withdrawals and SAE.
13. Attend and coordinate study weekly meeting at the site.
14. Responsible to manage and secure study data and documents as study protocol.
15. Keep all the study related documents including study site master file, protocol, MOP and SOPs safely and accessible.
16. Updating and maintaining all study logs (Protocol deviation tracking, Consent log, patient screening and identification logs, follow-up tracking log, study monitor log, laboratory investigation tracking log)
17. Perform other job related activities as requested by supervisor.

Qualification and work experience 

1. Diploma in Clinical Medicine from a recognized institution;
2. he/she should have an experience of at least 3 years in paediatric HIV/AIDS related field.
3. Experience in clinical trials and GCP training will be added advantages.

Project Overview and Role 
The MEASURE Evaluation Project, based at the Carolina Population Center at the University of North Carolina at Chapel Hill (UNC), is a global health project funded by the U.S. Agency for International Development (USAID). MEASURE Evaluation focuses on monitoring and evaluation (M&E) of population, health, and nutrition programs and improving health sector decision-making. In Tanzania, the Project received an Associate Award from USAID/Tanzania that is anticipated to run through October, 2018. We are currently seeking a Malaria Surveillance,Monitoring and Evaluation (M&E) Advisor to lead coordination, implementation, documentation and evaluation of malaria surveillance activities in mainland Tanzania. The position will be based at MEASURE Evaluation’s office in Dar es Salaam, Tanzania.

Responsibilities 
The Malaria Surveillance, Monitoring and Evaluation Advisor will work with National Malaria Control Program (NMCP) and other partners to fulfil the following tasks:

1. Implementation of Malaria surveillance and response system

  • Be responsible for smooth implementation of electronic Integrated Disease Surveillance and Response (eIDSR) in eight PMI-supported regions (Kagera, Dar es Salaam, Mara, Mwanza, Geita, Manyara, Dodoma, and Singida) and any other regions to which the eIDSR will be scaled-up as per USAID guidance.
  • Ensure that required training is conducted, and smooth field implementation and supportive supervision are regularly conducted.


2. Implementation of routine health information system strengthening (RHISS)

  • Work to improve malaria data quality and use through the routine health information system.
  • Ensure effective planning, implementation, monitoring and evaluation of the strategies for improving malaria data quality and use in mainland Tanzania.


3. Program management and coordination

  • Participate in field supervision, monitoring of activities and coordinating needed assistance to ensure smooth implementation
  • Represent MEASURE Evaluation in relevant meetings, as needed
  • Contribute to preparation of project performance reports, writing of technical reports and scientific papers for presentation in scientific meetings and publishing in various journals.
  • Perform any other duties as assigned by Chief of Party


Requirements 

Minimum education and experience required

The Malaria Surveillance, M&E Advisor will have a Master’s degree in a public health or a related field and at least three (3) years of related field experience, including at least 3 years of field research experience. S/he must also have advanced skills in M&E and experience designing monitoring and evaluation plans, designing, implementing and supervising data collection activities. Additional responsibilities will include ensuring the incorporation of cross-cutting themes of gender and sustainability across the entire project.
Ability to use advanced database and statistical analysis software (SAS, STATA, Epi Info, SPSS, etc.)
Strong organizational and communication skills with the ability to perform multiple tasks simultaneously
Competency in program management and
Strong communication and interpersonal skills
Knowledge of appropriate methods for the analysis of data and strong experience in writing technical reports.
Capacity to operate computer databases: proficiency with Microsoft Office applications (Excel, Word, Outlook, PowerPoint, etc.) and advanced database and statistical analysis software (MS Access, SAS, STATA, Epi Info, SPSS).
Strong interpersonal and intercultural skills.
Tanzanian resident.

The role is responsible for the continued development of policies and procedures that will enable AUMS to comply with Tanzanian local content laws and ensure AUMS's sustainability as a preferred underground mining contractor within Tanzania.


To be successful in this role you must: 

  • Ensure that all relevant legal requirements related to local content are adhered to across all business functions, whilst keeping abreast of all relevant government guidelines and legislation. 
  • Raise legislative changes and any non-compliance with the management team, providing solutions for changes requiring implementation. 
  • Assist in assessing local third parties suitability for partnering as a Joint Venture and provide senior leadership with a shortlist of potential JV partners. 


You can be expected to: 

  • Provide strategies in relation to Training, Research and Development, Investments in Infrastructure, Immigration and New Technologies that can contribute to the growth of Tanzanian content in the underground mining industry. 
  • Participate in management meetings and official government committee's related to local content.
  • Develop mechanisms and periodic reports on local content performance against the statutory requirements. 
  • To be considered for this role you must be Degree qualified in either Legal/Finance/Commercial with experience in a multinational company and working closely with Tanzanian Government agencies.

Job summary: 
The Agriculture, Food Security and Nutrition (AFN) Lead, will provide technical support, strategic guidance and supervision for the design and implementation of evidence-based sustainable agriculture activities to improve maternal, infant, and young children nutrition (MIYCN), in four selected regions (Iringa, Rukwa, Dodoma and Morogoro) of Tanzania for an expected USAID-funded four-year Cooperative Agreement. The purpose of the project will be to improve nutritional status of women of reproductive age, especially pregnant and lactating women, adolescent girls, and children under five.

Reporting to the Project Chief of Party with Economic Inclusion Manager of AKF as a stakeholder, the Agriculture, Food Security and Nutrition Lead is responsible for leading a nutrition driven sustainable agriculture initiative within the project aimed at promoting household consumption and income for the targeted groups in the four selected regions. S/he will design, mainstream and utilise existing initiatives, platforms, networks and establish new ones as needed with focus on small holder farmer engage-ment, growth of entrepreneurs and demand creation for consumption of nutritious foods by the local population. S/he is responsible for ensuring quality, impact and cost effectiveness under this component.

The AFN Lead will supervise a small team working on design and delivery of all agriculture related activities in the project. This component of the project will require working on promoting home production and consumption of diverse, safe, and nutritious foods year-round as well as promoting agriculture livelihood to support households earn income and use it to purchase food items to meet their nutrition requirement. The AFN Lead will work closely with the lead for the other two components of the project who will focus on maternal, child health, nutrition and WASH behaviors, and on capacity building of local governments to coordinate multi-sector nutrition activities.

Duties and Responsibilities: 

  • Develop and/or refine relevant nutrition-focused agriculture training and capacity building programs/modules, materials and tools to promote home production and processing of diverse, safe and nutritious food. 
  • Develop strategy and interventions for selected value chain development (e.g. horticulture; poultry and pulses) to enhance household income. 
  • Collaborate with the Social, Behavior Change and Communication (SBCC) Lead in developing an SBCC program to promote nutrition and health behaviors around food production, processing and consumption at household level to improve nutritional status of women of reproductive age, adolescent girls, and children under five. 
  • Strengthen the capacity of project staff, implementing partners, stakeholders and others in implementing the nutrition focused agriculture interventions in the project. 
  • Manage the development of evidence-based program standards, guidance, and tools that reflect global best practice in nutrition focused agriculture and promote widespread application and use of these standards. 
  • Provide overall strategic direction for nutrition-focused agriculture activities. 
  • Develop and manage the agriculture team work plans and budgets, ensuring consistency with the Project's strategic direction and priorities. 
  • Lead and manage the Agriculture, Food security and Nutrition team. 
  • Ensure timely, quality delivery on assigned activities, including management of budgets related to those activities.
  • Contribute to and provide inputs to annual work plan, required project reports, baseline data, tools and indicators/tools for monitoring and evaluation and collection / sharing of lessons learned.
  •  In collaboration with internal and external stakeholders, identify key gaps, best practices, and promising new approaches for food production, home-based value addition, consumption and marketing
  • Document lessons learned related, evaluate impact and modify SBCC approaches as needed. 


Qualifications and Experience Required

  • Ability to work effectively in a team, and in cross-cultural settings. 
  • Minimum of Bachelor of Science degree in agriculture, horticul-ture, agronomy, food production, nutrition or related field. 
  • Minimum of 10 years of relevant experience in international nutrition/public health programming with emphasis on food security and community nutrition programs including MIYCN. At least 4 years experience in senior management or technical lead position. 
  • Demonstrated knowledge and experience in the design and implementation of agriculture, food security and nutrition strategies, approaches and capacity building programs 
  • Demonstrated success in working with local government, NGOs and private sector
  • Strong record of fostering new and effective partnerships including participation in technical advisory groups, international consultations, boards, etc. 
  • Ability to develop and apply M&E plans to determine program results and monitor impact. 
  • Demonstrated ability to manage project 
  • Ability to effectively lead and supervise a team 
  • Excellent written and oral proficiency in English, able to make strong oral presentations and produce high quality written reports. 
  • Experience of working in Tanzania will be preferred 
  • Knowledge of USAID and other donor policies, strategies, and program priorities preferred.
